Have a look at www.meteohub.de for the weather station.
Something based on a SheevaPlug would be ideal as it has very low power consumption.

How similar is ADS-B to AIS? (i.e. could one of these http://www.comarsystems.com/slr_200n_and_200ng.html be modified (by the manufacturer))

Hello Heath,
We are still looking at this and the mac is an area that the receiver manufacturers are starting to look at. One of the options is indeed like the AIS and remove the computer element completely.
We are all macs here so struggle too to get the receivers all working on mac and use VMware to get it all tested.

On another note - I'm can't figure out the settings to stream the audio from the SBS (connected to LAN) to a pc running vlc on the same network. Any tips?

Not yet although something may come soon with the new SBS-3 although we are not sure until we see one!
Streaming audio at the moment I'm pretty sure needs BaseStation to be open and then you connect your VLC to the BaseStation IP.
Open VLC and then select Open Network Stream and go to the network tab. Type in rtsp://<IPOFPCRUNNINGBASESTATION>
And then play! :-)
