The Vehicle Carrier "DELHI HIGHWAY" inbound fhrough the Carquinez Strait for the Port of Benicia, Ca., with a USCG escort vessel flashing blue lights (just out of photo) with what appears to be significant collision damage to bow and port side. 8/26/23
